By having other writings like The Writer quotes, He it may fall to tier 1-A High? Or does it have an Entity that represents the whole committee of writers?

According to the profile and from what I've been told, there is one singular, incomprehensible entity named "The Writer." And characters in the comics merely interact with avatars or "representations" of this entity like Grant Morrison.

Well, we mostly created this profile because the cosmology established by Grant Morrison in Final Crisis left us no other choice, as the Overmonitor is clearly the white paper that the DC Multiverse was drawn upon.
