Could Vin powernull Dio?

Seems like it, from what I saw it could null Dio's stand forcing him to rely on his vampire body and knives tho idk how long the null lasts (Should say Dio didn't use any vampiric powers in Part 3 but his regen was still a thing, Jotaro couldn't kill him he had to destroy the stand cause the whole damage done to stands is done to the user. But nulling it won't kill Dio from what I can see.)

Then probably Dio, he can use Time Stop or Mind Manipulation these abilities are useful against Vin and in turn Vin can’t really do anything back against Dio.
