You should equalize the speed; William for some reason has subsonic reactions while Dexter is simply at maximum human speed

Well, to revive this, I would say that Dexter has clear advantages. He has win conditions to attack William's pressure points and subdue him with his immense LS difference, use stealth to attack him with the M99, or simply hit him with a presumably superior AP, since Dexter is base level 9-C and can reach up to 3000 joules.

The only advantages for William against Dexter are that he already knows the location where they are, and he might have some remnants with him, which would give him enough advantages to survive Dexter's attacks initially, until Dexter finds a way to kill him definitively, which wouldn't be very difficult given the way Dexter deals with his victims.
