This thread aims to clarify what level two DeVoe's power and resistance work on. Namely his probability manipulation and Ice resistance
Probability Manipulation
His probability manipulation was stolen from Becky Sharpe and it was stated that she can manipulate luck on the quantum level
At first, I distrusted the statement because it seemed too much like a throwaway line. But looking back I think this statement fits perfectly fine with how her powers were established.
Here are some dialogues relating to Becky's powers made in her debut episode
Harry: Okay Ramon what you call Juju I call quantum entaglement
Harry: Discrete Quantum particles are connected and when triggered they simulate a synchronity that, to the untrained eye..to the common eye...could seem like luck
Barry: So if becky can affect the particles around her in a positive way, then their connected particles start spinning negatively
Caitlyn: So when good things happen to her, bad things happen all around her
It is noted that Becky can affect quantum particles around her aka her abilities can reach down to the quantum level. With this added context I think it's safe to accept the warden statement since it isn't a random line that was spouted out, it's something that is supported by previous descriptions of her power from reliable sources
Ice Resistance
In this scene we can see that Caitlyn used a cold gun on Clifford DeVoe. A cold gun is explicitly stated to reach absolute zero temperatures and DeVoe was able to tank and break out of it. This means DeVoe's ice resistance reaches the level of absolute zero.
Both of these should be clarified on the profile.
