Ok, so there is a lot wrong going on here. To begin, you cannot restrict Fa Jin since it doesn’t give him a tier change. That’s not how that works.

Alright, so here’s my opinion.
Deku absolutely murders Spidey in terms of actual combat skill and battle intelligence. Peter is smarter in a more general sense, but there is no feat I can recall that even comes close to beating out Deku’s analytical prediction. He would easily be able to understand any movement or attacks Spidey is trying to do and avoid them completely.
Spider man’s webs are the easiest thing for Deku to predict, because they come from the same source every time. His wrists. Deku would predict when he is going to use his webs and just dodge them easily, which is made far easier by his Danger Sense.
Also, Danger Sense. I am getting very tired of people just calling it a worse spider sense. Yes, they are similar, but they are not the same. Calling one or the other stronger is incorrect, because they do things differently. Danger Sense is permanently active precognition and will pick up on ANY danger to Deku. Spider man trying to get through that is ridiculously hard when Deku is already a better combatant than he is analytical wise. With Danger Sense, the probability of him ever catching Deku with webs or punches is practically nil unless he manages to catch him off guard heavily.
Is everyone here just forgetting Deku has float for his mobility? Deku definitely has better mobility than Spider man here, especially because his Blackwhip can come out of ANY part of his body, not just his hands. So he can be fighting Spider-Man, then just yank himself away with a blackwhip strand from his back to use Fa Jin and speed amp back in. Trying to claim Deku’s mobility is only Blackwhip while completely ignoring Fa Jin and Float is hard for me to understand.
Deku has the AP advantage here, but more importantly, he has 8-B durability. Deku absolutely stonewalls Spider-Man. The only win conditions he has here is restraining with webs, which can be avoided with ease due to Deku’s comparable/better mobility, predictive abilities and own precognition. Deku meanwhile just had to get in and beat Peter down with his superior combat skills. He just reads his moves and beats him down hard.
Peter’s regen is Low, meaning it won’t save him at all from getting beaten like a piñata, especially when Deku amps himself with Fa Jin.
Smokescreen is always useless.
The only saving grace for Peter is his Peter tingle, which doesn’t even guarantee anything other than avoiding Deku’s own attacks and possibly getting past his prediction 2 or 3 times before Deku just realizes he also has precog. It doesn’t allow him to hit Deku at all through his precog. So at best it results in a sort of stalemate in direct combat. Then it comes down to endurance, which Deku beats Spidey in heavily.
Absolutely Deku takes this more times than not. Nearly none of his abilities or actual skill was even talked about here. His prediction and own precog alone shut down all of Spidey’s options to beat him, and that’s without factoring in his better mobility.
