Shirou copies the skills and stats of the users of the weapons he projects, so is he banned for projecting Noble Phantasms and the like? Is Deku banned from using One for All to deliver higher tier attacks and get a speed boost?

yeah, this would have to be a battle almost entirely without powers, if we're putting them both at 9-A

in which case I'd be tempted to give this to deku. As he edges out shiro in both ap and lifting strength, and has a fairly large advantage in durability, shiro might have stood a chance if speed wasn't equalized, but it is, so there's not much he can do.

The 9-A key for Shirou applies to all the routes as it’s basically just Base Shirou with No Projections just basic reinforcement so the route shouldn’t matter much if at all

Magecraft is allow. The man can still use Reinforcement. So making a shield out of a rolled up calendar or turning his shirt into something more than merely a shirt is possible...but I supposed that could only get him so far.
