IIRC, I think it's because RTZ only works if someone is like actively attacking Giorno? And when MIH reset the universe, it wasn't actively trying harm Giorno is particular.

I know it would be an absurdly powerful storm of salt and anger, but I would be down to see Goku vs Superman 3 be the next match or an episode in the eventual Season 11 of DB.
But it's not because of the fallout of reactions and videos that would come out of the fight, nor is it because Death Battle would most certainly Superman above Goku due to their standards. Rather it's because GvS 1 and 2 are still very well animated fights even in 2023 and I would love to see if DB could top GvS, especially since Goku now is much stronger then he was in 2015 and has a few new forms and abilities to make the fight choreography and cinematography go absolutely wild in the shit they can pull off. And yes I am aware that it can, and will be, a shit stomp yet it doesn't mean they can't make a stomp fun to watch and I think a modern GvS would be epic to watch
