Cthulu mythos and Gates

uhhhhhhhhhhhhhhhhhhhhhhhhhhhh yes im pretty sure which would mean that the outer gods have a good case on them being tier 0 or if we keep the whole "only two tier 0s" rule that would make it so that some tier 0 characters are weaker then the high 1-a outer gods which is weird
 
Theres no "only 2 tier 0s" rule

And to the main question. I think no. Going past all the Gates (if there is infinite) is tier High 1-A. If i reas the blogs correctly
