Could Mob be defeated by a monster of....that's already in the title.

First off, speed doesn't need to be equalized. Chakram is Mach 8k, while Mob is Mach 16k.

How does the petrification/sealing work, and does he do it in combat?

I'm inclined to say Chakram would be considered a spirit by MP100 standards, so Mob should be able to exorcise him; something that obliterates spirits on a level that he can't regenerate from. That said Chakram would need to be weakened first.

If Chakram doesn't immediately go for petrification/sealing, Mob likely takes this. 100% Mob at his peak could fight off 80% Toichiro, who's 550 something-odd Kilotons.

He sealed students by pulling them into shadows and the next thing you know they were drawings on a chalkboard. Petrification presumably works in a similar manner

Both the abilities are something he used against the MCs friends to make them hostages before fighting him himself. He never uses the abilities against the MC but it is possible that it just wouldn't have worked against him. (The main antagonist himself has petrification but has completely failed to come up with any way to defeat the MC for years, so that ability he almost certainly has a resistance to)
 
Update, Chakram has been upgraded to Relativistic so he now holds a speed advantage.

you mean, now he's around ten times faster even if we assume baseline Relativistic and you need to equalize speed for this to be a valid matchup.
 
I'm not sure if that is a blitz considering the range difference.

Range doesn't determine whether somone blitzes or not, although Mob could technically use thought based attacks to deal with that if the gap isn't stupidly high.

Speaking of, Mob could ragdoll Chakram and hold him in place to prevent speed from being an issue, especially if petrification/sealing is contact based.
 
Range doesn't but distance does, and range determines how well you can use that distance.

Possibly, tho here's a thing Chakram can actually teleport. But maybe that has to be ignored since it isn't on his profile yet.

Depends on how the teleportation works although, Mob's ESP and layered forcefields would cover surprise attacks.

Eh, I'd rather discuss it rather than the battle being disregarded for something small like being added.
 
In one of the episodes he arrived, presumably from another world, by materialising out of thin air
