I think Goku didn't eliminate chi chi immediately because he didn't kno what he promised her and wanted to know, chi chi is clearly superior but not enough to say that she is far above chappa, since they were both clapped in one attack.
It was still very casual, tambourine casually killed krillin and chappa, and he wasn't even serious.

Chappa was knocked unconscious. Chi-Chi was blasted into a wall by his kiai and immediately recovered with nothing more than a little boo-boo on her head.
Well chappa did get neck chopped, while chi chi got blasted back, so while she did get hit harder, chappa was hit with a move that specifically knocks you out.
It would've been better to upgrade her up to City Block or Town level lmao.
agreed that seems much more feasible and it seems Chi-Chi is out performing tambourine so i'm leaning towards her, plus keep in mind she's also the one who trained Goten later on ( whose hand to hand was at least good enough to match 18's albeit with trunks)
