cell question

i have a couple questions about 4-B cell.

i know that there is a blog about 4-B cell but its extremely long and i dont have the time to read it all.

ok, so many of the staff members have been telling me that feats>statements/guidebooks.

for example, saitama is "high 6-A, possibly 5-B". even though saitama has several statements that puts him on planet level, hes only "possibly 5-B" because he has no feats or scaling that puts him on 5-B.

fair enough.

but why does cell get to be a solid 4-B? cell has ZERO feats that are even close to solar system level. and nobody cell scales to is even close to solar system level. cell scales to characters like android 17, 18, frieza, ssj goku, ssj vegeta, etc. and none of them are even close to solar system level. yet cell gets to be a solid 4-B because of statements? other characters dont get this treatment. why is cell an exception here? if im missing something, please inform me on it. thanks.

EDIT: i am NOT trying to revise cell. im genuinely curious about this and this is a mere QUESTION. i know this topic is banned.
 
Basically frieza is dwarf star level in his first form, and due to stuff like his final form being equal to kaiokenx20 goku who was above first form frieza, his final form is star level. Cell is solar system level cause there is nothing contradict it, and the existence of higher feats makes it more acceptable, pre super we didn't accept cell being 4-B, heck ssg was 4-B at one point, but then universe level happen which made the lower feats seem more reasonable. Could have sworn this was also a banned topic, it has been brought up a lot of times and we have changed the tiering of the characters in between cell and frieza an annoying amount of times.
 
Speaking of Kaio Ken, I'm planning on making a thread related to multipliers in general unless they're something like half or double. It won't solely be DBZ related, but...
 
im not trying to revise cell. this is a question.

so basically, cell is 4-B because of statements and the fact that nothing contradicts those statements right? ok, i accept that, its perfectly reasonable. but that "universe level feats made lower feats more reasonable" thing made absolutely no sense.

but then shouldnt characters like saitama be a solid 5-B because he has the exact same situation. saitama has official 5-B statements and nothing contradicts those statements. yet saitama is only "possibly 5-B".

why are some characters treated differently than others? is there a hidden rule in this wiki that allows some characters to use statements while others cant?
 
Db tended to have a lot of statements and not a lot of feats to back them up, ppl, not specifically referring to here but in general really, were highly skeptical of statements of db and as such didn't buy the solar system line and just thought it's hyperbole, with universal feats, solar system level wasn't that far fetched anymore, and it was backed up by lower feats being close to solar system level.

And don't particularly care about the one punch man debacle going on, but the issue there seems to be you have the primary canon saying boros is surface level but anime which is secondary canon and databooks saying he is planet level. It's a matter of taking the source material over the secondary stuff, while in cell's case the primary db canon along with secondary material all say cell is solar system level.
 
im not talking about boros, i was talking about saitama.

if cell is 4-B via statements, other characters like saitama should be 5-B via statements. not possibly 5-B. i noticed that some characters are treated differently from others.
