Can this be considered HDE outside of the verse?

So, I'm reading a novel, and in the verse, there is a certain stage/realm/level where people are considered 4th dimensional beings and should not experience time linearly (Like, a straight-up statement, not some theory or speculation), but they still do.

And few of the possible reasons are;

The supreme being just made the laws/rules of time and space super strong that logically 4th dimensional beings aren't in that dimension. This is further supported by an analogy made by the Mc, where it basically goes; There exists a Kun Fish, and it was just a fish but it desired more, so it broke the shackles of the ocean/heaven and earth, and became a fish with over 30 thousand mile long wingspan. There's additionally another statement that had the Rules of Time weren't reinforced, then Paragons (Beings above the 4th dimensional creatures) could toy with River of Time as they pleased.

Another reason is that the Supreme Being just hasn't made/implemented the whole dimensional layering yet, since the MC discovered the 2nd dimension, and its civilization (Made of points and lines), and was surprised they exist since the world he was currently in had vastly different laws than those of Earth/Previous universe and their laws of physics. Then he procedeed to mention that the supreme being is taking ideas from his previous universe and is implementing it.

Additionally, when the MC went into a world and use a forbidden way to introduce science and technology to the world he entered (Still in the same universe but bent the rules in some weird way and allowed for something that didn't previously exist in the universe), he was able to make a world, and he divided that world into dimensional layers, with each layer containing different civilizations. And it was stated that he let one of the civilizations grow, to the point they created Quantum Technology to explore other dimensional layers, and started to confront higher dimensional civilizations.

I was thinking that this could be similar to the whole "Presentism" shenanigans that characters from other series have, where in their own verse, past or future doesn't exist, only the present, so they logically should have Acausality type 2, but in the versus matchup or different cosmology where past and future does exist, they'd be assumed to have a past and a future as well (I think).

So, would it be a stretch to grant characters, who were stated to be 4-D, Higher Dimensional Existence even though their cosmology/universe constricts them because of the supreme being?
