Calculation priority determination?

Looking at, https://vsbattles.fandom.com/wiki/Calculation_Evaluations_and_Requests_Instructions , I am confused.

Suppose there is a calculated feat. It finds Speed, which is an important stat, but not one that affects tier, for 2 characters. For one of those characters, this is a supporting speed feat.

It is unknown if the speed feat will scale to other characters.

What priority should such a speed feat be assigned?

Thank you. I often find myself confused by Priority 2's condition of "Scales to a decent number of characters". Does it seem too ambiguous to you as well?

If I may say (Sorry if I'm dragging this thread on too long.), maybe it should be reworded to give a more defined range of how many characters it must affect? Or is that a bad idea, given how some 'verses may have different amounts of characters of the same amount & kind of notability?

At the very least I don't think priority 3 should be "scales to a single character" since that doesn't really fit with priority 2 feats scaling to a decent number of characters, which would imply more than 2 or 3 characters being affected.
