I voted for Bluto aswell, once Bluto sees Gumball running away he restrain him with telekinesis on him exactly like how he did to Olive Oyl when she ran from him, and would use his transmutation or hypnosis from there, both of which are very in-character for him especially once he realizes he can't physically put Gumball down
