Better wording format of the DMC discussion rule

While the discussion rule is on the page should still remain, it kind of needs better formatting. At the moment, it says...

• Please do not try to upgrade the Characters and the Verse to Universal based on Hideki Kamiya's Tweets about Mundus. After much discussion, Universe level Devil May Cry has been rejected and considered unreliable.

And while the way it's written may be good for the DMC verse page, it initially seems vague on the first sentence. Newcomers would initially ask "What verse?" It's not till the second sentence that they'd be like, "Oh, Devil May Cry!" It should preferably specified at the start of the paragraph.

• Please do not try to upgrade the Devil May Cry cast to Universal based on Hideki Kamiya's Tweets about Mundus. After much discussion, it has been rejected and ties in with the rules against author tweets

• Furthermore, do not try to upgrade the Devil May Cry characters to Multi-Solar System level due to Mundus creating a realm containing multiple stars. This has also been brought up numerous times and was passed as either an outlier, and it is questionable if the stars in the background were real or simply an illusion.

Not the best person to ask, but I shall inform Matt about this. And open for suggestions of better word usage, but I do think it's better than how it's currently listed.
