Ultron could one-shot the body of Sigma, who is superior to Zero, who is well above the original Mega Man, who defeated Onslaught, who was stated to be superior to previous threats such including Thanos, who has sheer strength that “dwarfs” Galactus, who is where MvC’s High 5-A comes from

So in terms of AP, Ultron's much higher than EMH Ultron is. That's not even mentioning the fact that MvC Ultron has the ability to boost his own power. Chances are, EMH Ultron's forcefields are gonna shatter against his stronger self's attacks

I think I'd favour MvC Ultron since he has more wincons ultimately. Aside from having a sheer AP and durability advantage that his opponent isn't gonna be able to easily overcome, MvC Ultron could rewrite EMH Ultron's code from the inside out (a move that would certainly be in character, especially given he'd be reading his foe's code the moment he sees him), which should definitely be more advanced than how we saw Hank stop Ultron from killing Thor. He can already casually breach Abel City's shields simply by willing it, so overcoming EMH Ultron's resistance to hacking would be easy here. Additionally, a lot of EMH Ultron's attacks can be pretty easily reflected right back at him due to MvC Ultron's ability to send back projectiles with Advancing Guard
