Coming up with a good match-up for Chi-Chi is hard when you don't watch a ton of anime with characters to compare her to.
For some reason, a lot of people really do not seem to like Chi-Chi. They dislike her so much that they went out of their way to place a hit on her, and who better to hire than the Immediate Murder Professionals? Of course, seeing Chi-Chi as a crazy chick and genuine threat, Blitzo and Moxxie left the job up to Millie, the brute of the team and an even crazier chick.

1. Chi-Chi is in her Adult key, but she can also use her childhood helmet.
2. Millie has her Standard Equipment, obviously.
3. Speed is equalized.
4. Fight takes place outside Goku's house, and the starting distance is 2 meters.
5. The wincon is incapacitation/knockout.

how is Chi-Chi less skilled then Millie? her intelligence states a lot for skill "having trained under her father the Ox-King, who previously studied under the invincible Turtle Hermit as his #2 disciple, second to Grandpa Gohan, since childhood." and "After training for years on end, waiting for her reunion with Goku, her skills became so refined that Roshi himself considered her to be a master of martial arts, praising her ability and even stating her style and technique resembled his own.", Millie is a trained hitman yes but we don't know anything about the kind of training she went through

since fight is to K.O or Inacp then the Immoralities are no problem, imma go Chi-Chi since she seems to have a lot more training under her belt
