Battle of the African Capcom ladies

This is really a weird matchup.
Sheva is baseline 9-A, while Elena is around 0.04 tons, which means she would oneshot Sheva.
However, this isn't the real deal here, as Sheva is packed up with firearms and stuff, and by SBA they start at least at 200 meters (minimum hundreds of meters for Sheva's hundreds of meters range).
This battle basically comes down to Elena trying to get close and Sheva shooting at her.
Speed doesn't seem to be equalized, making Elena faster in sheer movements (as she scales to this) but Sheva has the reactions to follow her, if it works like that.
I'm not voting yet, I want to have some input.

That's from the remakes though, we keep them separated from the originals and Sheva is from them.
