According to Ovens in the most recent thread, speed is equalized to the faster character's speed. Given that...
Jay's opneing move steals Perry's stats and brings Perry down to human level. It's thought-based compared to the word-based boost, so Perry will double his speed afterwards. So then it's... 2x normal human speed VS. an MFTL.
After that Jay just sort of hits him with Dissidia and/or devours him, as by that point the time it'll take him to say boost again will be enough for Jay to blitz him millions of times over.
