Another Bill Downgrade

Haha, got you with the title didn't I? Just kidding It's a double whammy here's why Bill isn't Low 2-C:

Getting back on track now this isn't so much a downgrade as changing what Bill's rating says. He's currently rated as "At least Low 2-C" but all the justifications are based on statements, not actual feats. If anything, this seems to imply either a "Possibly" or even a "Likely" rating not an At least. It seems to fit with our definitions of what a Likely/Possibly rating is:

"Should be used to list a hypothetical statistic for a character, but inconclusive due to lack of feats or viable power-scaling. Probability of said hypothetical statistic should be favourable/intermediate."

So yeah, this was mostly just a thought I had while looking at his page.
 
I know, but generally if a rating comes only from statements it usually gives a Likely or Possibly rating, though in Bill's case it does seem more akin to be a Likely rating.

Those Threads were about completely getting rid of Low 2-C Bill, that's not what this is about.
