I got a small question about Simon´s tier: Why is he a low 2- c while Anti- Spiral is a solid 2- c?

I believe because the Anti-Spiral has their own alternate universe that they are omnipresent in addition to Simon's universe.
It is also likely that the Anti-Spiral was holding back against STTGL, and yet still overwhelmed them in their duel.
