A water boy fights a water horse

Jay's got some passives from his aura, including Sleep, Empathic, and Powernull. Sleep is self-explanaory, Powernull makes it harder to use magic, and Empathic hax will make the Emperor not want to fight him.

In terms of what he actively does, he starts by stealing the emperor's stats (Strength, Speed, Dura) with Sticky Fingers. From there it varies, but it's normally using Dissidia, which has a whole plethora of abilities with divinity, or just busting out Existence Erasure and BFR. Divinity functions on at least an 11D level while his Passives, Sticky Fingers, EE and BFR are 7D.
 
2-A won't be enough to resist 1-C hax, and Empathic and Sleep manip don't seem to be on the list of authority resistances. If nothing else, Emprah enjoys a peaceful nap.
 
Kelpie has what is best explained by saying its similar to Acausality Type 5, in that it goes by different rules to reality so unless you can effect an entity like that then you can't even affect it, and the properties are scalar so just being Higher Dimensional won't work.
 
Dissidia works then. It can affect people with type 5, as all things with divinity can.
