OK, so it's not a huge AP Advantage. I'm pretty sure Lucario's massive Skill and Versatility Advantage net him the win more times than not, especially if he amps his Speed with Extreme Speed, Agility or Quick Attack because I know he has at least one of those.

That's not gonna matter a whole lot when Lucario is literally running circles around this man with his Sheer Skill and Versatility, not to mention the fact that Lucario also has Precognition and Instinctive Reaction and Forcefield Creation to keep Hulk off of him.

Hulk could indeed beat him down with AP but
1. Lucario is small, he's harder to hit
2. Extremely versatile
3. Has extreme speed
4. Can induce confusion via sound manip
5. Has ranged attacks if necessary

Either lucario wins or it's a stomp
