Chase's hand to hand feat while impressive only shows a small moment of it. We don't know if he used guns from the officers, or possibly noncanon, off-camera stuff like smuggled C4s

Oscar's feats while difficult are seemingly more detailed. Not to mention he has items that have slightly more range than a knife like a tazer.

I'll lean to Oscar until arguments for Chase arrive.
