A detective fights a serial killer (Detec Bell vs Jack the Ripper)

That's an interesting and unique scenario and matchup.
Unfortunately, I'm not sure what Detec Bell can do here. Jack outskills, outsmarts, outpowers, has more range, more items and more versatility than Bell.
Bell's asset of making the whole castle her ally is cool and unique here, but I kinda doubt Jack will get trapped, based on his profile.

Assassins if I recall usually start by trying to sneak towards their target and either shoot them or go for a sneak attack. Besides the fact that speed equal makes it harder to do, it is almost impossible to do so when the walls are alive and are helping his target

Plus the nature of indoor matches means that many of Jack's mobility tools are unusable, leaving him without a quick getaway and possibly even allowing Detec Bell to get the first hit

Though the stat and skill difference will still make it difficult for her

Bell is good at analyzing and direct confrontation is something she generally tries to avoid, so that should happen decently quickly. It then is about how long can Bell stay away from Jack before he gets trapped by the walls, if possible.

When you say no LoS, do you mean their surroundings are dark, or they are separated by something?

All assassins have this thing called Eagle Sight where they can sense and see their objective wherever it may be. However it does get pretty obvious when he's suddenly moving perfectly through a makeshift maze assuming Detec Bell can also see through the walls

Here's how it works
 
Detec Bell can't see through walls. Why would she? She can talk to walls and make them sentient, that's it.
At best, she can ask a wall to pull her and place her on the other side, if there is one.

And said walls can see right? And if they can see, she can ask them where her enemy is or what he's doing. It's basically like indirectly seeing through walls if that's the case
