So RHM right away begins opening fire onto Brad with his guns, and while Brad has access to fireballs, RHM just casts reflect to send them back. Brad may be able to increase his strength by 2 times to become stronger than RHM, but RHM would realize his opponent is getting stronger and would resort to using Bottled Time to slow time down and blitz Brad.

All in all, Brad may be more dangerous in close quarters and will be a bit harder to put down thanks to his pain toleration, but RHM has the necessary range, initial AP advantage, and hax to take Brad down.
