A Lord VS A Queen

You really are on a Boa train lol.

I vote Hancock. Boros has no answer to Petrification or CoO Precog.
 
Several dozen meters is hardly anything for people at their speed and its assumed Boros has all the same abilities just restricted, what's stopping him from initially rushing her or killing her instantaneously with shockwaves?

His attacks cause shockwaves and he rushed Saitama their entire fight, we have next to nothing on restricted Boros so his fighting style unrestricted is all we have.

He has some form of Flight, it is entirely possible.

Be mindful that she is also extremely arrogant, she isn't going to attempt Danmaku right off the bat. Boros is an entirely different beast as well and isn't just going to let Boa hit him like Saitama would.

Boros isn't standing still though and can actively dodge through movement and flight. The arrows also seem to fire all in the same direction in which Boros only needs to avoid the initial trajectory.

Boa needs the petrification whereas Boros only needs to breathe on her to kill.
 
Doesn't he have energy sensing? Why would he try to dodge something so much weaker than he is especially if he's overconfident.

He's overconfident but who said he would waste his time with Boa? He took interest in Saitama because of his power level, if someone is weaker you could easily argue he'd want to get rid of them faster.

If Hancock uses something like Perfume Femur on his arm and breaks it, Boros should be able to create another arm. So in that aspect, regen helps him a bit. However, regen might not help him against Slave Arrow, which completely petrifies the target.
 
Shouldn't matter, whether it hits armor or not it will turn the target into stone, so boros still turns to stone regardless of what he's wearing.
