question, why does goku lead with a shockwave? He'd go for a punch first thing's first. No matter his killing intent he always wants a good fight so he'd start with punching.

Goku starting by using shockwave generation is something quite out of character for him to do.

Considering Star has a little chain scaling in Low 2-C to close the gap, I don't think a one-shot can necessarily happen, unless Goku instantly goes MUI to use Air manip. (And that's a maybe, btw)

However, I don't think Stat is going to hax him right away so I would say Goku should likely win here
