    The thing is, there's a possibility that he's 3-C because of the whole graph thing. Even if that's not accepted, it can still be reasonably assumed that he might have reached 3-C by the end of the fight, so an "At least 4-A" rating would be justified, in my opinion.

But, his power levels went far beyond what was required either way, and he reached a point where Garou was pretty much nothing to deal with. So, it's not just due to "how much a person pushes him".
