Why Isn't The Kido Cannon Feat Accepted?

In the first Bleach movie, there's a feat where like 180 fodder Shinigami can power a cannot which can destroy a Kongyoku (It's name is sum like that) which is basically a pocket reality that has a star in it.

One can use this feat to upscale SS Ichigo to like Solar System Level so why isn't it accepted? Or more accurately, is there any reason it isn't accepting other than sum like "It's an outlier"?

I can think of one counterargument but I wanna see if this has ever been discussed before cuz I can't seem to find any thread talking about it.

Primarily because it doesn't really properly fit the series. While some general discretion is allowed between calced feats and statements and implications from the manga, the discrepancy and weird logic that solar system level Ichigo makes is too great for it to be allowed.

Manga-wise, feats close to that level only really become recognized during the final arc of the series. Never beforehand is anyone or thing really considered to be close to that level. Like how Aizen makes a big deal out of destroying a mountain two arcs later, or how most feats coming from comparable characters to Ichigo at the time have him within Tier 6 range. For such a high tier and huge leap in stats, it would require more calcs or statements that support tiering on that level.
