Zabuza Momochi vs Ludwig, The Holy Blade.

I'd say Zabuza takes it due to versatility. Can enhance his stealth with mist manipulation, and possibly paralyze Ludwig with a paralysis Jutsu or imprison him with a water manip trap, and finish him off from there, though it will be difficult to put him down due to Type 2 Immortality. Voting Zabuza with high difficulty
 
I forgot to mention the AP Difference. Zabuza is Baseline (5.8 Kilotons) while Ludwig is about 14 Kilotons.
 
That takes away his third wincon since Ludwig can just break out of it probably. I'm still airing toward Zabuza, just with even higher difficulty
