It depends on what you mean by multiverse, XV Demigra just intended to destroy the time vault to destroy all timelines (which is just a 6D feat) except the whole cosmology (since CoT and Central axis aren't affected). But for the characters who can affect the CoT which is beyond and outside the Baseline multiverse with their sheer power (which the central axis is embedded in) requires higher range than it naturally, so they can already logically affect the central axis, and we don't see time travelling back in time in the previous iteration of the multiverse. But Toki Toki needs to restore the DBH cosmology from the destruction and the absorption Of it etc. Maybe, you can argue for XV demigra being on that level cuz he absorbed Toki Toki? but it will create a lot of problems.

the only thing is the "1A" afterlife argument is based on an outdated tiering system where having BDE type 1 is 1A or whatever now the new meta my friend Zeta uses is the summit scale where Goku black cuts space time the effect was beyond his understanding of space and time therefore he's 1A.
