It depends on what you mean by multiverse, XV Demigra just intended to destroy the time vault to destroy all timelines (which is just a 6D feat) except the whole cosmology (since CoT and Central axis aren't affected). But for the characters who can affect the CoT which is beyond and outside the Baseline multiverse with their sheer power (which the central axis is embedded in) requires higher range than it naturally, so they can already logically affect the central axis, and we don't see time travelling back in time in the previous iteration of the multiverse. But Toki Toki needs to restore the DBH cosmology from the destruction and the absorption Of it etc. Maybe, you can argue for XV demigra being on that level cuz he absorbed Toki Toki? but it will create a lot of problems.
So how does this affect Salad Saiyan's scaling for FCOC as he uses Dragon Ball Games cosmology plus his own on top of it

Each character’s place is the highest point they can ascend to. You can see Chronoa is on the edge, because she has awareness of that but ultimately isn’t able to ascend it (until her power is absorbed by Fu)

A continuity is basically a Bulk Space pretty much and there is a infinite number of them pretty much. The balls inside the continuities are the 6-D timelines
