Even Imu can do that against the strawhat and he has better COC. Mind you it didn't work on the Strawhats, viceadmirals and above.

naruto had enough chakra to give 80,000 shinobi chakra amps 3x greater than their original.
Naruto can easily exceed 1000 without much effort while Kizaru is around 20-30 with generosity.

I thought that was just only for Haki and Devil Fruits interaction? I can't see Luffy negating natural King flame resistance? or Big Mom using Haki to negate Jinbe resistant to fear hax?

A spirit creates the will that haki utilizes to transform to a weapon... Law switched Sanji and Nami's spirit... Sanji was still able to use haki because of his spirit being in her's body... Law cannot interact with Haki however as it's not composed of ones spirit (but invisible senses/sensations that comes from one's spirit)
