MHA actually has a saving grace in it applying solely to running speed for a character, JJK doesn't since Mach 3 Man blitzed Maki

Don't skip the best part of the series dude. Kenjaku put Cursed Objects in people similar to Sukuna fingers, cursed objects are people from the past who made a binding vow with Kenjaku to turn their souls into objects and live on after death, and by extracting and super amplifying Mahito's Cursed Technique with Maximum Uzumaki, he awakened those sorcerers in the bodies of those people and made non-sorcerers he had marked Sorcerers by modifying their brains

further more on this, Manga Toji tanks red with minor injury, Anime Toji uses ISOH to block and nerf red to an certain degree and still gets injured
Guess which one we use for Toji's scaling?

From the Anime Canonicity page:

"That said, the manga should still be considered the primary source when evaluating scenes that appear in both mediums. The anime should only be used for feats that cannot be calculated or are unclear in the manga version."

"Anime additions should be considered canon and usable due to being approved by Akutami himself."

We use the manga if it's a situation where the manga shows X and the anime shows Y on the same scenario, examples with like how you described Toji with Red, Mahito with Mechamaru's punches, Megumi somehow blocking Todo in their fight in the anime, etc
In this situation, Manga > Anime, however if the anime shows a EXCLUSIVE feat/scene, then it is indeed usable as just canon, due to Gege's approval.
