Do feel like dividing the population by 6 when 4 of said major locations are legit just a big mansion/courthouse feels a bit excessive.

Note about Hell’s population,
the exterminations have only occurred for 7 years, and Vox says that thousands of sinners died in each one. As well, Adam considers 275 kills to be an impressive number for one exorcist, and says that Vaggie herself killed thousands, which would’ve only been for 4 years max. Carmilla says that 16 percent of sinners died in the 7th extermination. So it really may be a smaller population than you think.

In that same clip Carmilla says that the 16 percent figure is far higher than those in the past, and based off of the amount of exorcists at the final battle, each one would have to kill millions.

"A lot" is two scenes with Lute killing X amount of people and Vox saying "thousands" were killed in exterminations. Which would make less than NYC or Las Vegas, and Pentagram City is explicitly stated to be a bigger version of the two. Moreover, same Vox says "hundred billion souls", Charlie states there are "billion needy faces", and Carmilla says Overlords collectively own million souls.

Yeah that's an argument to be made. There's also that Richest Cup cafe that's in a city but given how so much of the verse looks similar it's hard to say one thing or the other.
I argued that the most that you can give for city number rn is 3 or 4, depending on how you see the context. With the minimum obviously being 2. But the courthouse is still in the equation somewhere unlike the actual mansions
