Well, Owlbert is basically a good TV commentatorI do not trust the Owl.
What I mean is that there is not enough solid evidence to make it a chain.
Most of the characters will have unknown ratings in my opinion, off the top of my head the only speed feats are: Yunli, Yanqing, Feixiao, Cipher, Ica (?) and Seele (there are probably others) oh and Phainon's mftl+ if we count his galaxy thing

depends, events tied to the story should count, events tied to side quests are case by case basis (none of amphoreus events are canon bcs despite phainon being merged with irontomb in 3.4 he was present in 3.5 and 6 events)

Like whenever the astral express fights overworld enemies with a prior cutscene that theyre gonna fight. Do you think they actually fought and used their arsenal or just stood in a T pose position the entire fight letting their aura do the job for them considering these no action cutscenes for those types of fights.

It falls under the same argument that boss fight attack animations and characters attacks/kits are non canon. This got shut down the moment Aventurine used his basic attack in the fate event during a cutscene and even casted his law manipulation dice game in a cutscene

? dont know why you bring that up, i simply dont like making profiles for characters who have no contribution to fighting, Aglaea and Tribbie are NOT combat oriented and Lingsha didnt do shit except beating mara struck fodders
Gepard for example is a captain of silvermane guards and according to luka event he is the strongest in belobog
Svarog made 7 people struggle against him
so they actually did something impressive to scale there
