Bro how many times would I repeat the same thing to you? Void Shiki is the root. They are literally the same. There is no depending on one another. They are one of the same. Just read the scan again. The only reason why Void Shiki is even a thing is becsuse the root took over Ryougi Shiki's body. Void Shiki is basically just the root. Shiki's third personality is that.

That being said, I dont know where Shiki would be scaled. Either High1A+ or Tier 0. If it were up to me, it will be tier 0. But idk where toxic is rating her.
