Probably because of how little people really need to rely on it due to any number of hax that can assist in travel rather than building up acceleration during a run/flight. Teleportation for example.
Additionally, maybe you're just in a fight where that isn't really a big factor?
I can only speak for Sonic; his Spin Dash is hailed in guides and manuals for its capability of having Sonic reach top speeds via instant acceleration. He has methods of matching amps that are stated to increase both speed and acceleration by 4x (Metal's V. Maximum Overdrive), and his Boost is basically the Spin Dash perfected since it doesn't require any form of stationary charge yet brings Sonic past his max speeds with a button press.

Yes to both.
If it isn't Ruby vs Maka to round out the set - and part of me hopes it isn't, I think the regulars can handle that one well enough - I hope his fight is something that has a lot of hand-to-hand. Personally, I'd love to see him do Wesker vs Liquid; Snake vs Sam is still one of the best DBs ever made, and after rewatching the Wesker vs Batman OMM, it'd be cool to see what he can do with Albert nowadays. Plus Resident Evil is long overdue for another match, especially a 3D fight.
I don't have high hopes that it will be, but we'll see what happens.

Godzilla's win cons count on him:
- beating Hulk physically to the point he detransforms - WEAK, can't happen
- using his causality hax/reality warping - which Hulk FLEXES OFF
- HIDING his true form in a space outside the multiverse or whatever - the Green Doors that Hulk can make have the range to connect to the furthest reaches of the Marvel cosmology, which is LARGER than SP's
