Yes, altho depends on the area, inside the city center is fine, city outskirts and areas like that are no-go zones for tourists, its even dangerous for the locals lol.

everyone is in danger, but people need to sometimes know how to defend themselves, i still remember when a thief went to a store (with a gun) and stole all the money from it...i was right there without moving because my mother told me not to move.

Luffy probably comes from the South coast Brazilian families who are kinda privileged compared to the rest of the country. Now that makes me remember of something, northen Brazil is like the jungle for Southern Brazilians who are essentially Europeans
