You're misunderstanding. Haki resist abilities, which Devil Fruits just happen to have.

The stats are the same because otherwise Goku and Ichigo would climb to a much higher level than Naruto and Luffy could reach with their increased stats.

He didn’t break out via strength. In fact, he was stronger and was paralyzed. Broly literally just reversed it/developed an Anti-God Bind with his own Ki that paralyzed Goku.
