Garou is vastly more skilled than Zoro. Zoro is way too overrated in skill. He's not even the most skilled in his crew, let alone in his verse.

At least Garou's are still applicable in combat and have some basis. Zoro's is just grossly overrated for no reason.

It wouldn't just be a matter of skill but there is also hax and the exact values they would scale to in that hypothetical scenario. In the first place, the exact details would probably be discussed in the Versus Thread if it doesn't get closed as a stomp thread. The 6-A key would presumably be something that Zoro gains in the future, so the probability of him becoming more skilled is pretty high though it would be hard to quantify in advance.

Garou's amps get matched with RE and RPL. Garou starts to get faster to the point of a blitz, and hits him with dura neg, turning all of Zoro's bones and organs to dust.
That would take Zoro out as he was out of commission for over 10 chapters after having 20-30 bones broken, and would've been out for even longer (around 7 days), if not for drugs.

Now you sound like as if you are in a Versus Thread arguing for Garou. There is honestly no need for that since Zoro doesn't even have a 6-A key like it is outlined in that hypothetical scenario. The fact that we don't know what sort of additions the profile might receive until that point makes this sort of discussion even more pointless.
I don't know the details about that but Zoro has pretty good stamina and it wouldn't be much of a surprise if his stamina improves in the future.

His stamina is worse in his 6-A key (the CRT is wrapping up very soon) due to his sword drawing his haki out. He lasts for 5 minutes at most now.
