I mean this. Garou attacked PPP, but although he was able to react to it and block with bristle armor in time, it was too weak to do much.
The point is that PPP should scale to this form of Garou in reaction and possibly attack speed.

its not scaling him to PS, it scaling him above or to CE since he was able to block CE while CE could only put him arm up to "shield" himself.

They were pretty beat up (Prisoner was searching for CE and missed part of the fight that they were on), but I agree on scaling him higher than CE since they both were in far better condition
