With the Gu-anna Mace, he can force people into pacts and/or brainwash them into drones. Sugiura repeatedly used this power to brainwash students who infringe on Amanogawa High's norms, until he was urged to stop by Gentaro Kisaragi and Sayaka Mibu.
He tried to confront the Virgo Zodiarts, only to be sent to the Dark Nebula.*
* Actually the M-BUS, where Virgo's victims were kept in suspended animation.

I needed a few translations. I'll provide a few more tomorrow, don't wanna bombard you with requests for now.
First it's this one from here. The text was already originally in Japanese so it doesn't need to be scanned. This is the longest one, and sorry that it's so long.

It's good that Banagher came back, but if he'd stayed in the Unicorn Gundam, the Universal Century timeline would have ended then and there. He could have disabled all weapons in the world, or time-traveled to end the conflict before it started. But if that happened, the world would be a mess.
Even the current three dimensions, plus time, might become unsustainable! People living in that era would have found the threat greater than the Axis Shock, and they would've been looking for the shock's origin at all costs.
The Psycho-Frame and the Unicorn Gundam are the stuff that can break down dimensions with even one slip-up. That's why the Phenex was used to seal it up; and also to go back in time and sow the seeds of conflict for Jona and Michele, so the Phenex could finally show its power.

I Don't know if Bing or Yandex considered reliable here, but I translated the text to english and Arabic on both sites and it got me "Infinite multidimensional Universe" and " الكون المتعدد الأبعاد اللانهائية " which both means the same thing.
and you can draw the conclusion from there that I understand arabic.
